What's PlannedHere you can find out the background to the plans. DCC plan to build a large composting facility and relocate the highways Agency from Stonegravels to Grassmoor. Compost PlantTheir intention is to build a large In-vessel Composting plant in the area which is their attempt to respond to Government legislation (which have known about for a few years) which aims to reduce landfill. This plant will be taking in kitchen waste (food waste) and green waste (garden waste) from dustbin lorries from various Derbyshire areas and processing the waste and turning it into compost. They plan to compost 40,000 tonnes per year using the plant. Initially a shredding machine will reduce the waste into smaller pieces and this will be fed into ‘windrows’ which will process the waste at high temperature. Once processed the product will be placed outside on ‘maturation pads’ to dry out. This operation is over 6 days and the plant has peak times of operation for the lorries to come in. (3-4pm being the most controversial !) It is a dirty, mucky, noisy operation. Highways RelocationThere is intention to place the current Stonegravels site (and sell off the land) next to the above mentioned composting plant. This is required as the council vehicles are impacted by Tesco and the access at the roundabout there. The department runs lots of vehicles and lorries for the road maintenance network. They typically start work early to avoid peak traveling and are open 24x7. The intention here is to operate ˝ the Derbyshire Gritter fleet (18 vehicles approx) from the location. These ‘movements’ are excluded from the traveling figures. As the vehicles service Derbyshire they will pass through Hasland at all times of day and night to access their areas. This again is likely to be a disruptive operation simply due to the quantity of vehicles operating from the location, with reversing bleepers and yellow flashing beacons. In Winter months the full effects will be worsened.
